Compare your actual connection speed with what Battle.net is receiving.
Run RaceMyNet while Battle.net is paused. If your line tests normally, focus on the launcher and PC rather than repeatedly resetting the router.
Check Battle.net bandwidth limits
Open Battle.net download settings and make sure game updates and pre-release content are not capped unexpectedly.
Pause and resume
A fresh connection to the content network can sometimes move the download to a better-performing server path.
Compare MB/s with Mbps
A 500 Mbps connection has a theoretical maximum around 62.5 MB/s before overhead, so make sure you are comparing the same units.
Watch disk and CPU load
